CERT members are staff, faculty, administrators, police officers and aides who are trained in basic disaster response skills, such as first aid, light search and rescue, fire safety, team organization and disaster medical operations.

CERT training promotes a partnering effort between emergency services and the people they serve. The goal is for emergency personnel to train members of neighborhoods, community organizations, or workplaces in basic response skills.
