PURPOSE: CCCCD Student Health Services Fee Schedule
TO MEMBERS OF THE GOVERNING BOARD

RECOMMENDATION

It is recommended that the Governing Board approve the following Student Health Services fee schedule, beginning with the Fall 2007 semester:

$15 per student - Fall and spring semesters
$12 per student - Summer term and for each intercession of at least four weeks duration, or
$ 9 per student - Any semester or intersession of at least four weeks duration, if enrolled in less than one unit.

The following student groups will be excluded from the student health services fee:
• students who are only enrolled in non-credit classes;
• students who are concurrently enrolled high school students;
• students enrolled in contract education (where the fees are paid by an employer or agency, but not by the student);
• students who depend exclusively upon prayer for healing in accordance with the teachings of a bona fide religious sect, denomination, or organization; and
• students who are attending a community college under an approved apprenticeship training program.

FUNDING SOURCE

The California Education Code Section 76355 states that governing boards may require community college students to pay a fee of $15 per semester (fall and spring), $12 per summer session, and $12 for each intersession of at least four weeks duration to fund campus health services. This fee may be increased periodically, with notice from the State Chancellor's Office, to account for inflation. Governing boards may decide the amount of the fee, if any, that a part-time student is required to pay and may also decide whether the fee shall be mandatory or optional. Generally speaking, the fee may be charged of all students, whether or not they choose to use the health services, with the exception that, per mandate of the Education Code, governing boards must adopt rules and regulations that exempt the following groups of students from paying the fee:

• students who depend exclusively upon prayer for healing in accordance with the teachings of a bona fide religious sect, denomination, or organization; and
• students who are attending a community college under an approved apprenticeship training program.

As stated in Title 5, Section 54700, all fees collected pursuant to the student health fee shall be deposited in the student health fee account in the restricted general fund of the District. These fees shall be expended only to provide health services such as those described in Sections 54702, 54704 and 54708. Expenses listed in Section 54706, including many expenses related to student athletics, shall not be funded with student health fees.

These services will be fully student funded, with no cost to the District.
